   Key Meeting Takeaways

💠 Site Development & Construction:

  • Adaptive Reuse: The office bldg at 6400 Beulah St will be converted into 25 multi-family residential units
  • New Construction: The office building at 6412 Beulah St will be demolished. In its place (and on the remaining land along Grovedale St), developers will construct 70 new townhomes.
  • Connectivity: An inter-parcel connection will link this property directly to the neighboring Franconia Government Center property.


💠 Housing Mix & Ownership:

  • Total Capacity: The project creates 95 new housing units in total.
  • Market Rate vs. Affordable: Unlike the Franconia Government Center project, this development focuses on homeownership. The majority of units (approx. 83) will be sold at market-rate prices.
  • Affordable Set-Asides: Approximately 12 units will be designated as "Affordable Dwelling Units" (ADU) or "Workforce Dwelling Units" (WDU).


💠 Community Amenities:

  • Public Access: The on-site playground will be open to the general public.

💠 Project Scope & Units Building Design:

  • Building Design: A proposed 4-story apartment building to replace the current Franconia Governmental Center/Police Station.
  • Unit Mix: 120 total affordable apartments, comprised of: 49 one-bedroom units 45 two-bedroom units, & 26 three-bedroom units
  • Site Layout: The new building will have a 50-foot setback from the road (a significant change from the current building’s ~170-foot setback)


💠 Resident Eligibility:

  • Income Limits: Households must earn 60% or less of the Area Median Income (AMI).
  • Vouchers & Employment: Employment is not a strict requirement; residents utilizing Section 8 Housing Choice vouchers (including those who are unemployed) are eligible if approved.
  • Residency: There is no requirement for tenants to currently live in Fairfax County. Residents from other jurisdictions are eligible to apply, despite the project being located on county-owned land.


💠 Traffic & Parking:

  • Parking: The plan includes 150 parking spaces.
  • Road Access: There will be a single access point on Franconia Rd, restricted to "right-in, right-out" turns only.
  • Median Installation: A median is planned for Franconia Rd to prevent left turns into the property.


💠 Community Access & Amenities:

  • Private Amenities: The on-site playground will be reserved for building residents only and is not open to the public.
  • Public Access: A new public walking path from Franconia Rd will provide access to the rear of the property. This path connects to a planned small playground (and potentially outdoor exercise equipment) located at the adjacent Beulah St./Grovedale Dr. property (details below).

TAKE THIS SURVEY: Have a Say in the Future of Franconia-Springfield!


While a new vision for the future of Franconia-Springfield is in the works, you're invited to weigh-in through a new online survey. The community visioning survey is part of Fairfax County's Franconia-Springfield Planning Study which launched this fall to review and update the Comprehensive Plan for the Franconia-Springfield Transit Station Area (TSA) and Springfield Community Business Center (CBC).


The online survey mimics the community engagement opportunities recently available at an Open House. The survey takes approximately 20 minutes to complete and features opportunities to provide input on guiding principles and specific locations, along with preferences for land use, building height, parks, public spaces and more.

The Comprehensive Plan is the county’s guiding document for land use and development decisions. The adopted Franconia-Springfield Area Plan contains a framework for land use, revitalization, transportation, parks, and other topics, however, the Plan has not been fully reviewed in more than 17 years.

Public feedback will be used alongside staff analysis to determine the next steps for the study and inform updates to the Comprehensive Plan for the area that help guide future development and community improvements. Visit the study webpage, to learn more.

Franconia Government Center/Police Station Site

Public Hearings: Official public hearings will be held soon to review the proposed zoning change to the current Franconia Government Center/Police Station site at 6121 Franconia Rd.


Proposal: A change in zoning to allow a developer to build a 4-story building with 120 affordable apartments on the taxpayer-owned site. Details are forthcoming, including the number of parking spots, building setbacks, public amenities, and the mix of 1, 2, and 3-bedroom units.


What's Next: NFCA is planning a meeting for its members in November 2025 where the developer will present their plan to us for questions and comments. Date and location are to be announced  and will be posted in the Calendar  page.

Other New Developments in AND around NFCA Neighborhoods

Crested Knolls Development (Cobbs Road): This proposal for 16 single-family homes is a "by right" development, meaning it complies with existing zoning and does not require public hearings or land use changes. Though, there is limited leverage, the NFCA has requested the developer relocate the planned entrance to minimize runoff and impact on existing homes on Cobbs Road.


Kingstowne Townhomes: Construction has begun on 174 townhomes at the former Rudy's/Top Golf site in Kingstowne.


Beulah Street Townhomes: New townhomes are also being built on Beulah Street near or across Manchester Lakes Plaza.


495 Express Lanes Expansion: The potentially impactful 495 Express Lanes expansion—a project of local interest—is currently on hold and will not be moving forward for the foreseeable future (Related Article).
